We are seeking applicants for a Utilities Program Compliance Coordinator to assist the City of Napa's Utilities Department by providing code support to the Solid Waste and Recycling (SWR) Division, as well as the Water Division as it relates to municipal code violations. The Utilities Department is comprised of the Solid Waste and Recycling Division, and the Water Division, which are both responsible for delivering core services to residents, business and visitors throughout the City of Napa and some of Napa County incorporated area. Our SWR Division handles the City's contract with a private waste hauler (Napa Recycling & Waste Services or NRWS), and coordinates with NRWS for operation of the City-owned state-of-the-art Materials Diversion Facility (MDF). Our Water Division is responsible for the operation, maintenance, and capital improvement program of the municipal drinking water system that serves over 86,000 customers throughout the City of Napa and unincorporated Napa County. The team is dedicated to providing a safe and reliable supply of high-quality drinking water for its residential, commercial, industrial, and institutional customers.

As a Utilities Program Compliance Coordinator, you will be responsible for processing, inspecting, and logging complaints filed with the City that are specifically related to solid waste/recycling. Key duties include enforcing the Napa Municipal Code as it relates to illegal haulers/recyclers, assessing compliance with construction and demolition debris recycling ordinance, maintaining knowledge of California Green Building Standards (Part 11 of Title 24, California Building Standards Code), enforcing solid waste/recycling/compostables enclosure standards, enforcing state recycling and organics requirements (SB 1383), processing delinquent accounts, service exemptions and shared service agreements, and providing code support to the Water Division as it relates to municipal code violations.

Ideal candidates for the position of Utilities Program Compliance Coordinator will have shown success in demonstrating the following competencies:
  • Technical Knowledge and Skills – Knowledge and expertise in construction and demolition debris waste diversion; delinquent account resolution; illegal dumping in the public right-of-way; illegal hauling and recycling activities; theft of recyclables; trash enclosure standards; under-serviced accounts; compliance with state waste diversion requirements; water meter obstructions; tampering; and theft of water.

This recruitment and examination is being conducted to fill one (1) vacancy and may be used to fill future similar vacancies as they occur during the active status of the employment list. The active status of this employment list will be for six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

SELECTION PROCESS
The City of Napa utilizes a Civil Service Selection System founded on merit. What happens next

  • Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months but may be twelve (12) months depending on the classification.
  • When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
