Essential Functions

The job duties of this position involve four major areas: locating non-custodial parents, establishing paternity, establishing a support order for financial or medical support, and enforcing and/or modifying support orders. Services are provided to recipients of Work First, Medicaid, and non-public assistance clients. Some clients have a mandated requirement to cooperate with the Child Support Services and others, the non-PA clients, may have to pay a small fee for the services.

The Child Support Agent II interviews clients, non-custodial parents and others to gather information to investigate each case situation to determine what actions need to be taken and to prepare cases for court. Once a non-custodial parent is located, if paternity is an issue, the CSA II assists with arranging for the establishment of paternity by voluntary means or by genetic testing, which may be part of a court action. Support orders are established either by a Voluntary Support Agreement or by court action. The CSA II uses the Guidelines to determine the amount of support to recommend to the court based on each family’s situation. When court action is required, whether in establishing paternity or establishing or modifying a support order, the CSA II represents the agency in court and works closely with the agency attorney in preparing and presenting cases.

The CSA II uses the Automated Collections and Tracking System (ACTS) in carrying out the duties of the position, such as collecting and updating data on-line; entering case notes and events; dispositioning events timely; evaluating and completing worklists timely; selecting and preparing computer based documents; reading and interpreting manual material on-line; keeping up with policy, procedure and automation changes; working reports; reconciling differences in court orders and distributions; customer service; participating in computer based training and site based or classroom training.
